The Wall Street Journal reports on The Privacy and Civil Liberties Oversight Board’s (PCLOB) investigation of the National Counterterrorism Center’s counterterrorism program, which analyzes a large data set on innocent American citizens. The program allegedly allows the agency to examine government files on citizens for possible criminal behavior with or without reason for suspicion, the report states. This was the PCLOB's second public meeting since its creation. Members said they also met with the National Security Agency about its surveillance programs.
