With high-profile incidents raising concerns and the U.S. Congress considering privacy legislation, Rob Pegoraro writes in The Washington Post that not every case reported in the media actually meets the definition of a privacy breach. Referencing recent incidents involving a social network and Web company, he writes, "The information at stake in each case was already public by any meaningful definition." A breach, he suggests, does not involve "data that's already out there for anybody to see" but, instead, "exposes private information you tried to keep confidential in ways that risk the loss of money or security or otherwise fairly earn the adjective Orwellian."
