U.S. Department of Homeland Security (DHS) Secretary Janet Napolitano met this week with her European counterparts to address issues hampering international cooperation over air travel security, the New York Times reports. The conference, held in Toledo, Spain, was prompted by the failed Christmas Day terror plot to blow up a Detroit-bound jetliner. At the meeting, privacy concerns over whole-body scanners were discussed, as some EU member states continue to resist implementation of the controversial devices. On that point Napolitano said, "I don't think the issues of aviation security pivot only on whole-body scanners." Meanwhile, Spain's interior minister, Alfredo Pérez Rubalcaba, promised that progress would be made in advance of a previously scheduled April summit in Luxembourg.
