The Wall Street Journal reports on a proposed bill in Kentucky that attempts to mitigate prescription drug abuse by restricting ownership of "pain clinics" by physicians and giving law enforcement easier access to the state's prescription drug database. The database includes names of prescribers, patients and pharmacies.
