Critics have suggested there is an "absence of real data" on the need for privacy regulations, the report states, and there could be conflict between the Federal Trade Commission and Department of Commerce over enforcement. Rep. Joe Barton (R-TX), however, said, "I am glad more and more folks--in the government and otherwise--are beginning to realize that there is a war against privacy."
