Rebecca Kuehn

Rebecca Kuehn is vice president and senior regulatory counsel for CoreLogic. As lead lawyer and coverage counsel for the CoreLogic credit reporting and consumer data businesses, she provides advice and guidance to management on a wide variety of consumer data and privacy-related regulatory issues.

Kuehn was formerly an assistant director for the Division of Privacy and Identity Protection at the Federal Trade Commission (FTC), where she supervised investigations and policy work related to credit reporting, consumer privacy, identity theft and information security. While in this role, she was chiefly responsible for leading enforcement, policy, outreach and rulemaking activities for the FTC’s Fair Credit Reporting Act (FCRA) program. Kuehn also regularly coordinated with the federal financial agencies in developing, issuing and interpreting interagency rules, such as the Affiliate Marketing Rule, the Risk Based Pricing Rule, the Accuracy and Direct Dispute Rules and amendments to the Gramm-Leach-Bliley Privacy Rule.  

Prior to the FTC, Kuehn was a partner at LeClair Ryan, an entrepreneurial law firm headquartered in Virginia, where she primarily represented financial service providers and consumer reporting agencies on claims brought under state law, the FCRA, the Truth in Lending Act and the Fair Debt Collection Practices Act.  

Kuehn earned her JD with high honors from the National Law Center at George Washington University and holds a BA in English from Frostburg State University in Maryland. She has been admitted to practice law in Maryland, Virginia and the District of Columbia.
